The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).
GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual work planning assistance, and ensures that professional development opportunities are available.
Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those underrepresented in the field of global health.
FP2020 is an outcome of the 2012 London Summit on Family Planning where more than 20 governments made commitments to address the policy, financing, delivery and socio-cultural barriers to women accessing contraceptive information, services and supplies and donors pledged an additional $2.6 billion in funding. Since then, the number of countries with FP2020 commitments has grown to 38 and, in 2014 alone, donors provided $1.4 billion in bilateral funding for family planning—32% more than in 2012. FP2020 works with governments, civil society, multilateral organizations, donors, the private sector, and the research and development community to enable 120 million more women and girls to use contraceptives by 2020.
Led by an 18-member Reference Group, operated daily by a Secretariat, and hosted by the United Nations Foundation, FP2020 is based on the principle that all women, no matter where they live, should have access to lifesaving contraceptives. The vision is for FP2020 to serve as an inclusive and results-oriented partnership that is working with a diverse group of stakeholders and experts to accelerate action and to address the most significant global and country-level barriers to progress against FP2020 goals.

Recognizing that the Family Planning (FP) community is not on track to reach 120 million additional women and girls by 2020, there is a need to identify opportunities to further strengthen support to countries. Towards that end, in 2016 the FP2020 Secretariat reorganized with a greater focus on technical capacity and direct work at the country level and this provides an opportunity to strengthen and reinforce evidence-based decision-making and to focus on scaling-up high impact practices.
Additionally, as the High Impact Practices in FP (HIPs) gain momentum and visibility, there is a need for increased communication and promotion of these resources to the right audiences, at the right times.
The HIP work is jointly led by USAID, United Nations Fund for Population Activities (UNFPA), World Health Organization (WHO), and International Planned Parenthood Federation with participation from over 25 organizations involved in international FP programming. A critical aspect of the HIPs work is the recognition that the work represents consensus of this broad range of partners, the process for reviewing and identifying HIPs is inclusive and transparent, and that the HIP brand represents a well-defined and rigorous process. To date, much of the work has focused on synthesizing, reviewing, and producing evidence briefs.
The Family Planning HIPs Advisor (Advisor) will provide leadership and linkages with FP2020 to support the promotion and dissemination of the HIPs, and work closely with USAID and WHO’s Implementing Best Practices (IBP) staff currently engaged in HIP promotion. Placed at the United Nations Foundation’s FP2020 offices, the Advisor will receive technical guidance from FP2020’s Communications Director as his/her onsite manager and will also work closely with FP2020’s Knowledge Management and Innovations Manager and the USAID Office of Population and Reproductive Health Best Practices Utilization Advisor. This position requires a 50% level of effort.
ROLES AND RESPONSIBILITIES:
The Family Planning HIPs Advisor will be responsible for:
Building on established linkages, and working in close coordination with the FP2020 Secretariat and USAID’s Office of Population and Reproductive Health; developing an overarching strategy to promote and disseminate the HIPs based on needs and opportunities identified in country action plans and by the regional managers, across all FP2020 portfolios, and by other key partners.
Identifying new areas of collaboration around the HIPs, including but not limited to: working with partners to forge linkages between web platforms and other communications vehicles; sharing and cross-promoting resources; and identifying and prioritizing materials and mechanisms to promote, disseminate and facilitate utilization of the HIPs, e.g. webinars.
Developing and coordinating, with WHO/IBP, a communication and dissemination strategy to inform and engage the broader FP community: Maintaining regular communication with HIP partners; Actively promoting the HIPs and explaining what they are and how they are developed; Identifying and prioritizing materials and mechanisms to promote, disseminate and facilitate utilization of the HIPs, e.g. webinars; Supporting the development of the IBP track at international conferences.
Supporting dissemination of information and materials that ensure transparency and broad participation of the HIPs, such as terms of reference, guidance for reviews/authors, documentation of processes, etc.
Participating in the planning and implementation of HIP meetings, such as the HIP Technical Advisory Group, annual HIP partners meeting, etc., as needed.
Engaging international partners not currently involved with the HIPs, as appropriate.
Identifying opportunities to promote the HIPs.
International and domestic travel approximately 25%
TRAINING AND PROFESSIONAL DEVELOPMENT (7%)
Keeping abreast of literature and latest developments in the field of family planning.
Deepening knowledge FP2020 and HIPs in FP programming.
Participating in interagency and intra-agency working groups as appropriate to the scope of work.
Participating in professional continuing education and skills training within the purview of GHFP-II.
REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:
Master’s degree or higher in public health or a related social science field.
Minimum five (5) years’ experience in family planning programming, with at least two (2) years’ experience in an international or resource-challenged setting.
Strong networks within the FP and Knowledge and Evidence communities.
Expertise in communication and knowledge management.
Familiarity with country programs and processes.
Demonstrated flexibility and openness in responding to changing work priorities and environment.
Strong oral and written communication skills.
Comfortable working both independently and collaboratively.
Ability to work with diverse teams and cross-culturally.
Ability to travel internationally.
US citizenship or US permanent residency required.
